The Guam Department of Education School Facilities Master Plan (FMP) is the capstone of a decade-long partnership between the Guam Department of Education (GDOE), the U.S. Office of Insular Affairs, and the U.S. Army Corps of Engineers and will be the blueprint for the future maintenance and improvement of Guam’s public schools.

 

Over the past ten years, through the support of the U.S. Department of Interior, Office of Insular Affairs, and in partnership with the U.S. Army Corps of Engineers and its contractor HHF Planners, GDOE has been able to assess and address issues of deferred maintenance throughout our public school system. Given the need to look forward, GDOE requested further assistance to complete a School Facilities Master Plan to help guide investments in our schools into the future. We have been pleased to be able to work with HHF Planners on this project, wherein we have been able to gather input from the community, prioritize the needs of our schools, and make recommendations regarding school facility improvements. The result is a ten-year master plan that highlights and prioritizes the work that is needed to ensure safe and healthy educational environments for all public school students. It will help us to address school safety, transition to 21st-century learning environments, and identify needed construction and modernization work.

 

With this plan, we have an opportunity to leverage our American Rescue Plan funds to support the recommended steps to address major projects, such as roofing repairs, canopy repairs, restroom renovations, and other initiatives. We have an opportunity to resolve attendance area issues as well as the underutilization of school facilities in certain parts of the island. The FMP provides us the foundation for making further improvements to our facilities and their uses in the community.
