In July 2005, the Guam Public School System had started on a concerted effort to improve its financial management programs, practices, and processes.
One activity was the development of a Financial Management Improvement Plan (FMIP). The FMIP identified the Guam Public School System’s (GPSS) highest priority strategic goals and laid out the series of activities necessary to accomplish them.

GPSS administrators, policy board members and staff developed the plan with support from the United States Department of the Interior/Office of Insular Affairs (DOI/OIA) and the Graduate School, U.S. Department of Agriculture, Pacific Islands Training Initiative (GS/PITI).

Immediately below, you may view sections of the plan by subject matter or in its entirety.
