CHamoru Language Proficiency Test

The CHamoru Language Proficiency Test is a requirement for all aspiring Public School CHamoru Language Teachers.


CHAMORU LANGUAGE PROFICIENCY TEST ADMINISTERING PROCESS


The test is administered free of charge.
 
All applicants interested in taking the Chamoru Language Proficiency Test must adhere to the following:
  • Provide (2) official transcripts: (1) to the Guam Commission for Educators Certification (GCEC) for review and qualification, (1) to the DOE Personnel Services Division.
  • GCEC will review the applicant's transcripts to determine if the basic requirements are met. GCEC will then refer the applicant to the CSSPD for testing.
  • The applicant must make an appointment with CSSPD personnel to determine the date and time to take the test. To make an appointment, kindly complete the Request to take CHamoru Language Proficiency Test (Chagen Prufisiente) Form.
  • CSSPD Curricular/Administrative Program Personnel will administer the test to the applicant/s.
  • The applicant will be given instructions on the process of administering the test by which they are informed of the following areas of measurement:
1. Reading and Comprehension:
The applicant is given (15 to 20 minutes) to read a select story.
 
2. Story Recitation (Oral Fluency)
The applicant is to recite and retell the story orally, describing the following components of the story to include:
Title of the story
o Introduction
o Body
o Main Idea
o Conclusion
 
3. Writing Assessment (Proficiency)
The applicant will then write the story by utilizing the adopted Chamoru language Orthography with regards to proper grammar and syntax.
 

TEST EVALUATION CRITERIA

The test results are rated in the following manner:

PART I - READING/COMPREHENSION
• Identify the theme of the story
• Identify each of the characters of the story
• Congruency (flow of story)
• Story resolution
• Story outcome
 
PART II- SPEAKING
• Speaks with confidence
• Clear understanding of the story
• Proper verbal use of vowels (fronting, rising, lowering), diphthongs, and consonant assimilation.
• The use of affixes: prefixes, infix, suffixes
• Proper verbal use of sentence structure
• Proper verbal use of tenses
• The variety use of vocabulary words
• The variety use of sentence structures (Verb-Subject-Object)
 
PART III- WRITING
• Proper use of orthography
• Proper use of the alphabet utilizing the symbols and markers
• Proper tenses: present, past, and future tenses
• Story plots- Intro, Body, and conclusion of the story
• Variety use of vocabulary
• Proper sentence structure- (VSO -vs- SVO)
 

SCORING and PROFICIENCY RATING

The scores are rated on the following:

RUBRIC: One lowest to 5, the highest
 
PROFICIENCY RATING
1 to 2.9 = Not Proficient (Fail)
3 to 5 = Proficient (Pass)
 

  • Once the applicant has completed the testing process, they are notified that the test results will be available within one to 2 days.
  • Applicant/s who pass are contacted to pick up (4) copies: (1) original copy to the applicant, (1) copy for GCEC, (1) for the DOE Personal Services Division, and (I) for the CSSPD file.
  • Test verification results will be provided in both the Chamoru and English languages, dated and signed by the CSSPD Administrator.
