In 2009, the Foundation for Public Education Act of 2009 was enacted to allow the Superintendent of Education to establish a public, non-profit corporation separate and apart from the Government of Guam and Guam Department of Education (GDOE). The corporation became the Foundation for Public Education, Inc. (Foundation). The Foundation accepts private gifts, donations, endowments, services in-kind, grants and other money which may be offered in support of GDOE. All such gifts, donations, endowments, services in-kind, grants and other money is to be made in accordance with Guam laws and subject to reasonable conditions. (Title 17 of the Guam Code Annotated, Chapter 13, Section 13103).


In 2014, Superintendent Jon Fernandez appointed the following board members:

  2. Joyce Crisostomo, Executive Director, Cars Plus
  3. Noel Enriquez, Client Services Manager, Brown Caldwell
  4. Maria Eugenia Leon Guerrero, Vice President & Strategic Planning Officer, Bank of Guam
  5. James Martinez, President, Guam Contractors Association
  6. Lou Sanchez, Sales and Marketing Manager, First Hawaiian Bank
  7. Samuel Shinohara, Managing Director, Business Development, United Airlines
  8. Ronald Su, General Manager, Royal Orchid
  9. Leslie Travis, Attorney, Civille and Tang 

Foundation for Public Education Board Members


Grants

In 2015, the Foundation awarded $20,000 to Inarajan Middle School for STEAM programs; $54,680 to Okkodo High School for Art Supplies / Performing Arts; and $10,000 for George Washington High School, H.B. Price Elementary School, and L.P. Untalan Middle School for School Nurse / Science Programs. The schools applied for the grants and are required to submit quarterly reports of their activities, progress in meeting their grant objectives, and account balances. Guidance & Validation

In 2015, the Internal Audit Office (IAO) issued guidance on the Foundation's grants. The IAO supports the Foundation and schools’ request, so long as internal controls were established and complied with to ensure proper administration and reporting of grant funds. IAO will perform an annual audit of theFoundation's grant awards.
